Inside/Outside gets its name from a common turn of phrase GARE members often name - a strategic posture that visionary movements for dignity and rights can use to unlock systems change that results in healthier and more livable communities. Even with power, passion and technical excellence, people working inside of government cannot pursue and protect equity work on their own.
