Passed by ballot initiative in 2018 by 65% of voters, the PCEF establishes a fund and community oversight structure for efforts to combat climate change with particular focus on solutions led by and emerging from communities of color and low-income communities. The ballot initiative establishing the fund used race-explicit language to ensure the funding is targeted to address the disproportionate effects of climate change on communities of color and low-income communities. Nonprofits can apply for grants to fund their organizational capacity building efforts and capital needs for implementation.
