In February of 2018, the Milwaukee Common Council directed the Department of City Development to create an anti-displacement plan for neighborhoods near downtown, many of which are home to long-established Black communities. “A Place in the Neighborhood: An Anti-Displacement Plan for Neighborhoods Surrounding Downtown Milwaukee analyzes neighborhood market and demographic data to determine to what degree displacement may be occurring and which communities of color are most impacted. It acknowledges the historical role of institutional racism in shaping city neighborhoods and also offers a series of recommendations to help reduce racial disparities and foster equitable growth. The plan is being implemented in part by an Anti-Displacement Fund.
