The City of Dallas Racial Equity Action Plan provides the foundation for all 42 departments to make organizational changes to advance racial equity. The Department of Housing and Community Development’s Housing Policy 2033 is an example of this change in both practice and culture. It introduced racial equity analytical tools to make affordable housing investments in communities most impacted by housing injustice. It also established new structures for cross-departmental coordinated investment to address structural inequities no one department could address alone. Their new Inclusive Housing Taskforce provides accountability and expertise from 14 residents with live experience of housing injustice as well as 10 technical experts on equitable development.
