Chicago's Housing Department applied a Racial Equity Impact Assessment to its Qualified Action Plan to make changes to its funding practices to target racial inequities through the development of housing that use of Low-Income Housing Tax Credits. A few key changes include: preference for development teams with BIPOC-led developers and service providers, priority LIHTC investments in high-income and amenity areas, and a new 5% set-aside for Permanent Supportive Housing developments.
