The GARE Racial Equity Evaluation Framework is a strategic evaluation framework designed to move jurisdictions beyond fragmented, program-level assessment toward a more comprehensive, jurisdiction-wide understanding of the impact of racial equity work. This framework is grounded in the belief that how we evaluate matters as much as what we evaluate. It offers a way to step back and ask: What is changing? Where are we making progress and how can we sustain it?
Drawing on the real-world practice of racial equity and data lead staff from 24 jurisdictions across the GARE network, the framework features key responsibilities for both the racial equity lead and the evaluation team, and reflection questions for the pre-, during, and post phases of an equitable evaluation.
