PowerSwitch Action collected 20 examples of CBAs in effect across the U.S., from California, to Colorado, to Connecticut. A Community Benefits Agreement or "CBA" is a contract signed by community groups, a real estate developer, and sometimes a government body that requires the developer to provide specific public benefits and/or mitigations to the local community or neighborhood. CBAs often ensure that development projects create affordable housing, employment opportunities for local workers and amenities prioritized by communities. CBAs negotiated by impacted communities of color can change the balance of power in a local government’s decision making process and provide a proof of concept for community benefits policies to be enacted citywide.
