Michigan State Housing Development Authority and the Michigan Campaign to End Homelessness (MCTEH) adopted a Racial Equity Strategic Plan to transform homeless service delivery systems statewide, as well as the structures of the MCTEH itself, through a racial equity lens.
The plan was developed with 20 local Continuum of Care organizations to engage frontline providers, partners with lived experience, and community leaders. The process included trainings on structural racism and implicit bias. Additionally, data learning labs helped CoCs build capacity to analyze and sustain data examination with an equity lens.
The Plan documents and address racial disparities through targeted action steps across five key areas:
1. Racial Disparities in Housing Instability and Homelessness
2. State Policies and Regulations
3. Community Engagement and Partnership
4. Affordable Housing Inventory and Access
5. Implementation, Sustainability, and Accountability
