The Portland Housing Bureau instituted the N/NE Neighborhood Housing Preference Policy following years of organizing and advocacy by Black residents impacted by urban renewal. The initiative seeks to redress impacted communities by providing preference to those directly impacted or descended from impacted households. Applicants for affordable homeownership resources and rental housing are given "preference points” based on whether they were displaced, are at risk of displacement, or descendants of households that were displaced due to urban renewal in North and Northeast Portland.
