The City of Seattle adopted the Mandatory Housing Affordability Program to ensure that new development contributes to rent-restricted, income-qualified homes for low-income people. This requirement was implemented by changing zoning to allow larger development and more housing throughout the city. The zoning changes were made in all multifamily and commercial zones but calibrated to increase housing broadly in areas with low risk of displacement and high access to opportunity (transit, parks, jobs and other critical resources) and focus housing development in areas with high risk of displacement of low-income people and communities of color within a 5-minute walk of frequent transit.
