Ashley Horne

Ashley joins Race Forward following a five-year run with the City of Portland, which culminated with her role as Citywide Public Involvement and Equity Management Analyst. While at the City of Portland, Ashley worked with elected officials and across 26 bureaus to advance social and racial equity policies and practices. Previously, Ashley led tribal, county, and state governments and multisectoral coalitions through high-impact institutional and systems equity change initiatives. She is particularly proud of her 8 plus years of experience working in Indian Country, in which she addressed structural inequities across health and human services.

Ashley brings a depth and breadth of social and racial equity strategic planning, organizational development, and facilitation services experience at the local and national level. She brings deep strengths in change management, including technical assistance across diverse government sectors, capacity development, multisectoral strategic planning and implementation, facilitation, training and tool development, public policy, and operationalizing equity to achieve equitable outcomes.
