
The San Fracisco Bay Conservation and Development Commission (BCDC), California’s coastal zone management agency for the San Francisco Bay, has been participating in GARE since 2017 along with the Bay Area Air Quality Management District (BAAQMD) and the Metropolitan Transportation Commission (MTC) through the Bay Area Regional Collaborative (BARC). Along with other BARC member agencies, BCDC is working to integrate racial equity into programs focusing on community health, workforce development, public investments, and operations. Additionally, the agencies are working to create an inter-agency steering committee on advancing racial equity to guide this work. BCDC is also working to implement principles of racial equity into its environmental justice work. Peggy Atwell is BCDC’s Director of Administration and Technology. She holds a Bachelor of Science degree in Finance from Western International University and a Masters in Organizational Development from the University of San Francisco. Prior to joining BCDC Peggy worked as the Personnel Officer for State Specials Schools with CDE and various Human Resource Management positions with State Fund. She has been a champion for advancing racial equity at BCDC.
